How do shops find the amazing artist they have?

I was wondering how some shops are able to come across artist who are pushing the envelope on tattooing and are able to hire them ? Is it mostly word of mouth through the industry and friends? Do you find them at conventions? Just looking for any kind of info from some of the artist im talking about. Thanks
