tattoo cover up

Hi my name is Romeo and i have a very serious question. Is it possible to get a tattoo covered up by another of the same size? I know tattoo cover ups are better done by makin a bigger tattoo . But mines is on my throat and the rest of my neck is already tattooed. I will gladly send pictures to anyone who desires it
